Quantum Tic Tac Toe v1.0 release

After a long period of development, the game is finally stable enough to play and enjoy! Working on adding more detailed explanations about what is going on, especially around conflict resolution. As with quantum mechanics, it isn't always easy to explain but its fun to see it play out. Hope you all give it a try and let me know what you think about this interesting twist on the original classic!
